How do you develop a breasfeeding schedule? My son is just now taking to breastfeeding.

Schedules are hard. All babies are different and they behave differently at different ages.
How old is your baby?
Remember from birth to 6 weeks, they feed often. 8-12 per day. They need to do this as their tummies are small.
After 6 weeks, they are more likely to feed 6-8 times per day with a long stretch, hopefully in the middle of the night.

He is 6wks old and nurses for an hour at a time, and never seems satisfied

At six weeks, he is most likely going through a big growth spurt. Keep switching him back and forth from one breast to the other. Growth spurts last about 2-3 days if you do not restrict breastfeeding. Babies will camp out at the breast during this time. Then you will finally get a break.
