I mean this in the most polite way possible but you HAVE to use some punctuation and semi proper grammar. I can barely get through your posts.

I have to agree with cc. This board doesn't respond well to posts written like text messages. Try firefox, it has a built in spellcheck at least.
As for your friend, if it's that low she needs to see an LC (lactation consultant), unless that's what you meant by bf lady. The tea is very weak, so I would encourage her to try fenugreek liquid like Motherlove. She needs to keep nursing and pumping every 2 hours.

How old is your friend's baby? Has she been supplementing with formula?

She needs to breastfeed as much as possible and wean the baby off the formula. Eating oatmeal is also supposed to help.

Ditto the oatmeal and weaning off the formula. She should stay away from peppermint.
Tell her to nurse, nurse, nurse as much as possible, and pump as often as possible when not nursing.

If she's been giving formula, she needs to see an LC about hooking up a supplemental nursing system and give baby the formula AT THE BREAST. It's like a bottle that hangs upside down at momma's neck with tubing that is small and tapes next to the nipple so baby gets the formula while nursing at the breast to stimulate more milk supply.
pump every 2 hours as close to around the clock as possible, slowly/hopefully pumping enough milk to start giving the milk in the SNS instead of the formula.
If baby won't latch at all that would be a separate issue to deal with in additon to the low milk supply. Baby may quickly decide they prefer the ease of bottles to the work of breastfeeding. Perhaps re-post on the general breastfeeding board where some of the more helpful posters on breastfeeding problems will answer with more info

sage,
cabbage leaves (in the bra usually)
peppermint and other things can decrease your milk supply.

I missed your info on WHY her milk supply has dropped so much, and what has been done to figure out why and to counteract it?

Peppermint can decrease milk supply. Amy G provided you the link for that, along with other great links.
